Russia-Ukraine war won't end militarily, but diplomatically: Rubio

US Secretary of State Marco Rubio, who is in Turkey's Istanbul for Russia-Ukraine peace talks , said, "This war is going to end not through...military solution but through a diplomatic one". Rubio stated that US is "open to being...helpful on any way...to end conflict". Notably, Russian President Vladimir Putin and US President Donald Trump will not attend the talks.
