A video from Bagaha Sub-divisional Hospital in Bihar's West Champaran district showed a security guard stitching wounds of accident victims inside the minor operation theatre. The hospital cited a long-standing staff shortage, claiming the guard assisted under a doctor's supervision. Bihar has a 49% vacancy in key health departments, according to a CAG report.
