Serbian President waves at imaginary crowd at an event, video surfaces

A video has surfaced on social media that showed Serbian President Aleksandar Vucic waving at an imaginary crowd along with Hungarian PM Viktor Orban after Vucic inaugurated a section of a railway line. The clip showed Vucic waving at the railway platform, which had no crowd, while Orban is seated next to him. Orban, however, stopped waving after a point.
