Amrullah Saleh, who declared himself as Afghanistan's 'caretaker President', has said that the "humanitarian situation is dire" in the Andarab valley of the northern Baghlan province as "Talibs aren't allowing food & fuel". "Since the last two days Talibs abduct children & elderly and use them as shields to move around or do house search," he added.
