State of emergency declared in New York subways

New York Governor Andrew Cuomo on Thursday declared a state of emergency in the subway system of the city, days after a derailment injured 39 passengers and forced the evacuation of hundreds. Cuomo also pledged $1 billion (nearly ₹6,500 crore) for improvements. He said, "The delays are maddening New Yorkers," and added that the entire subway system is dysfunctional.
