State capital outlay is 51% above the pre-COVID trend, according to an Elara Capital study of 19 states. The report said spending is moving from roads and bridges towards housing, water supply, sanitation and urban development. However, execution remains a concern, with states spending only about 65% of their FY26 capex budget till February.
