Summons can't be issued without list of witnesses: Deepak Somani

Accused persons often overlook whether the prosecution filed its list of witnesses before summons were issued. Under Section 227(2) of the BNSS, 2023, the prosecution must furnish its witness list before the court issues summons to the accused.
