Telegram CEO Pavel Durov, who was arrested in France on Saturday evening, had recently revealed that he only employs about 30 engineers to run the messaging app. In an interview with political commentator Tucker Carlson in April, Durov said the company doesn't have a human resources (HR) team and organises contests to hire engineers. Telegram has 950 million active users.
