TMC leader Mahua Moitra shared a pic of draft Telecom bill describing spectrum as "atma, which is ajar and amar". "Like atma, spectrum too does not have any physical form, yet it's omnipresent," the text in the bill read. "This isn't a spiritual text. It is Page 5 of Explanatory Note to Telecom bill uploaded on @DoT_India website," she tweeted.
