Uttarakhand HC seeks reply on IAS transfer rule violations

Uttarakhand High Court directed Union and state governments to file counter affidavits within three weeks in a PIL alleging illegal transfers of IAS, IPS, and IFS officers for over 12 years, violating Supreme Court directions. The petition also alleges property return filings have been reduced to a mere formality under conduct rules.
