After a 20-year-old woman was gang-raped in Delhi's Shahdara, Chief Minister Arvind Kejriwal said, "This is very shameful. How did the criminals get so much courage?" The woman's hair were cut, her face was blackened and she was paraded in the streets. "I urge the Union Home Minister and Lieutenant Governor to instruct police to take strict action," Kejriwal added.
