Video shows US policeman appearing to use chokehold on black man

The New York City Police Department has suspended an officer without pay after a video that appeared to show the officer using chokehold technique to detain a black man surfaced online. In the video, the officer appears to wrap his arm completely around the man's neck. It shows four officers positioned above the man to restrain and handcuff him.
