What can lead to players getting banned from IPL auction?

As per new IPL rules, in case an overseas player doesn't register for mega auction, he'll be ineligible to register in the following year's player auction. Further, any player who registers for the auction and then makes himself unavailable before the start of the season after being picked will be banned from the tournament and auction for next two seasons.
