What does India's advancement in civil nuclear programme mean?

PM Narendra Modi said on Monday that India took a decisive step in its civil nuclear journey as the Prototype Fast Breeder Reactor at Kalpakkam attained criticality. FBRs use depleted uranium and plutonium to produce more energy and fuel. The third stage is about fully utilising India's thorium reserves and achieving long-term energy security. FBRs also generate less nuclear waste.
