What is 'Fitna al Hindustan' label by Pakistan that India criticised?

India shamed Pakistan at UNSC for designating some militant groups as "Fitna al Hindustan". Pakistan in recent months issued notifications directing government agencies to describe several militant groups within the country, such as those fighting for rights in Balochistan, as "Fitna al Hindustan", alleging they are backed by India. Pakistan hasn't presented evidence to support these claims.
