What is 'Goldilocks Zone' of exercise?

A US government website describes the 'Goldilocks Zone' of physical activity as at least 150 minutes of moderate-intensity aerobic exercise per week or 75 minutes of vigorous-intensity aerobic activity per week, but not more than four to five cumulative hours per week.
