What is MDR that government might levy on UPI merchant payments?

The government is considering a nominal MDR (Merchant Discount Rate) on a limited category of high-value UPI payments made to merchants, while keeping person-to-person transactions free. Merchants, not consumers, would bear the MDR to make the UPI ecosystem financially sustainable. The fee could be distributed among banks, payment apps and other payment-ecosystem participants, as per reports.
