What is Nazool land that's at the centre of Uttarakhand violence?

Violence erupted in Uttarakhand's Haldwani recently after a mosque and a madrasa standing on Nazool land were demolished. Nazool land is government-owned land leased out for a fixed time period. The state government doesn't directly administer Nazool land, which it often uses for various public welfare purposes like building schools, hospitals, Gram Panchayat buildings, etc.
