What is the 3-tier grievance redressal mechanism for OTT platforms decided by govt?

The government has decided to have a 3-tier mechanism for OTT platforms, news publishers and digital media. Level 1 includes self-regulation by publishers, wherein they should appoint a Grievance Redressal Officer. Level 2 involves publishers having a self-regulating body, headed by a retired judge or very eminent person. Level 3 involves an oversight mechanism at the government level.
