What must users do to ensure they get govt's Emergency Alerts on their phones?

Emergency Alerts sent by the government on Saturday are received only on mobile devices with Cell Broadcast test channels enabled. To ensure your phone has such channels enabled, users must go to Settings→Safety and emergency→Wireless emergency alerts→Test alerts. The alerts are being tested to ensure timely dissemination of critical information to its citizens in times of emergencies/disasters.
