What should one do when shops ask for 2% extra on card payments?

A merchant may ask for an additional 2% on credit card payments to cover Merchant Discount Rate. RBI has said it has not issued instructions on levying charges for credit card transactions. Customers can question such charges or raise the issue with their card issuer. If unresolved within a month, they can approach RBI Ombudsman. Alternatively, customers can use UPI.
