Which are the top 10 cities with less than 10L population in Ease of Living Index?

Shimla has been placed at top among the cities with less than 10 lakh population in the country in the government's "Ease of Living Index 2020". This is followed by Bhubaneswar, Silvassa, Kakinada, Salem, Vellore, Gandhinagar, Gurugram, Davangere and Tiruchirapalli. Bengaluru has been ranked on top among the cities with more than 10 lakh population.
