Which prominent world leaders are yet to congratulate Joe Biden?

Russia's Vladimir Putin, North Korea's Kim Jong-un and Turkey's Recep Tayyip Erdoğan are among the world leaders who still haven't congratulated Joe Biden on his projected US election victory. In 2016, Putin congratulated Donald Trump just an hour after US media projections said he had won. China's Xi Jinping and Brazil's Jair Bolsonaro have also not acknowledged Biden's win yet.
