Which states have the most men & women married before legal age?

Bihar has the most (29.6%) men (aged 25-29) married before the legal age of 21, followed by Rajasthan (28.5%), Madhya Pradesh (25.0%), Gujarat (24.3%) and Uttar Pradesh (19.5%), according to the latest National Family Health Survey. Most women (aged 20-24) married before the legal age (18) are in West Bengal (36.4%), Bihar (34.6%), Tripura (34.0%), Jharkhand (28.1%) and Assam (25.3%).
