Who is responsible for this mess?: Piyush Goyal as he slams Europe on carbon emissions

Union Minister Piyush Goyal lambasted Europe over carbon emissions by asking, "Who's responsible for this mess in the first place...Where did the ozone layer get damaged?" He said he represents 17% of the world's population, yet India's contribution to global carbon emissions is less than 3%. In contrast, the contribution of less-populated Europe to the same is humongous, he underlined.
