Who will benefit from US' largest-ever refund of over $166-billion tariffs?

The US will begin its largest-ever refund process for over $166 billion it collected in tariffs starting Monday (US time). At least 56,000 US importers have already registered to receive refunds, CBP reported, adding that about 82% of the tariff payments are eligible for refunds in the process' first phase. It isn't certain if customers will get refund benefits.
