Who will get what as 0.4% MDR levied on UPI payments to shops?

The proposed 0.4% Merchant Discount Rate (MDR) on UPI payments above ₹2,000 to shops will be divided among stakeholders. Issuer banks will receive 40% of the revenue, merchant acquirers 30%, and UPI apps 20%, while the remaining 10% will go to payment service providers. The formula keeps the cost of accepting UPI payments with merchants rather than customers.
