Why are people threatening to poop in Paris' River Seine?

Parisians have threatened to poop in River Seine in a protest ahead of Olympics. People angry at the expense of cleaning up the river have rallied under a hashtag translating to "I shit in the Seine on June 23". Mayor Anne Hidalgo was set to swim in Seine on June 23, but delayed it until after French elections in July.
