Why credit card payments can fail even with money in bank account?

Many times, credit card payments are declined even when the account has sufficient funds. This can happen due to factors such as the bank running maintenance, a payment gateway being down, or a transaction timing out. Payments may also fail if the account is partially frozen for KYC updates or a lien is placed by the bank without prior notice.
