Why did a 24-hr standoff happen between Delhi Police & Shimla Police?

A 24-hour standoff occurred between Delhi Police and Shimla Police over arrest of three Youth Congress workers in the AI Summit protest case. Shimla Police accused Delhi Police of making arrests without informing them. Delhi Police claimed they had the necessary legal documents for arrest, to which Shimla Police replied that they couldn't take the accused without a transit remand.
