Why did Maharashtra govt backtrack on its order seeking Uber, Rapido's removal from app stores?

Maharashtra government backtracked on its order demanding the removal of Ola, Uber, and Rapido from Google and Apple app stores over illegal bike taxi operations. The order, issued under Section 79(3)(b) of IT Act, 2000, may be challenged as the section pertains to blocking content/links, not entire apps. The government also wants to target bike taxis, not entire ride-hailing apps.
