Why did NCLT not say that Chandra's ₹6.25-cr payment for ₹22,000-cr dues was too little?

NCLT approved Zee Founder Subhash Chandra's plan to pay ₹6.25 crore to settle ₹ 22,000-crore dues. NCLT said that its role was to decide whether the settlement plan adhered to India's insolvency resolution laws, whether the voting was valid and whether there was a legal basis to interfere. The repayment amount was actually approved by creditors who had sued Chandra.
