Why did then PM Indira Gandhi ask Indians not to buy gold in 1967?

In June 1967, then PM Indira Gandhi publicly appealed to Indians not to buy gold "in any form", citing acute foreign exchange crisis. India was grappling with rising import burdens and limited dollar reserves, with gold imports seen as major drain. She called it "a time for national discipline". The appeal resurfaced after PM Narendra Modi made similar call recently.
