Why did Women Reservation Bill fail to clear Lok Sabha despite getting more votes in favour?

The amendment to fast-track the Women Reservation Bill that reserves 33% of seats for women in the Lok Sabha and state assemblies failed to clear the Lok Sabha despite getting 298 votes in favour and 230 against. The bill failed, as it required a minimum of a 2/3 majority to pass, which means at least 352/528 votes in favour.
