Why does each F1 race have different number of laps?

Each F1 race has a set number of laps based on its circuit length. The total distance is usually the fewest laps needed to cover 305 km (calculated by dividing 305 km by the length of a lap and rounding up). The Monaco Grand Prix is an exception, with the race covering 260 km due to its slower street circuit.
