Why does Tibet-China's 17-Point Agreement remain controversial?

China says the 17-Point Agreement of 1951 peacefully brought Tibet into the People's Republic while protecting Tibetan autonomy and religion. Critics argue PLA had already entered Tibet by force in 1950 before the deal. They say military control, political pressure, land reforms and restrictions on monasteries soon followed, sparking resistance and anger across Tibet over shrinking local control.
