Why has Facebook blocked Australian users from viewing and sharing news?

Facebook has blocked Australian users and publishers from sharing and viewing news after disagreement with the government over paying media publishers for content. Australia's Media Bargaining Code requires Facebook to negotiate payment with news companies for content. If they can't reach an agreement, an arbitrator will decide on the offer and Facebook will be fined if it breaks the agreement.
