Why has govt employees' union called salary calculation 'discriminatory' towards women?

Shiva Gopal Mishra, Convenor of National Council (Joint Consultative Machinery) Staff Side, called the government's current salary calculation method "discriminatory", India Today reported. "Earlier calculations were based on units where man was one and woman was 0.8. This is gender discrimination. This isn't acceptable," Mishra said. He also urged the government to update cost-of-living formula.
