How did Asim Munir pull off a 'soft coup' in Pakistan?

Pakistan's Parliament has hastily passed laws that further consolidate military power under Army Chief Field Marshal Asim Munir, with experts referring to it as "soft" or "legal coup". The new laws put Army, Navy, and Air Force under single Defence Forces Headquarters headed by Munir. He can now retire, discharge, or retain personnel and even change prescribed retirement limits.
