Japan is officially looking for a second capital after a bill approved in July allowed the designation of one or more regions as backup capital if a natural disaster strikes Tokyo. Government estimates a 70% chance of a magnitude-7 earthquake in the Tokyo area within 30 years. A second capital could take over key political and economic functions if required.
