Why is US-Saudi Arabia nuclear deal causing concern?

US and Saudi Arabia signed a deal on using American technology and expertise to establish a civilian nuclear program in Saudi. The move caused concerns among Gulf countries and US lawmakers as nuclear non-proliferation groups warned that such a deal could allow Saudi to develop nuclear weapons. In past, Saudi has said it'd need nuclear weapons if Iran acquired one.
