Why isn't one-off Test match between AFG and NZ part of WTC?

The one-off Test match between Afghanistan and New Zealand is in jeopardy as the ground conditions aren't good. However, if the game is abandoned completely, New Zealand won't get any points in the WTC cycle since Afghanistan aren't a part of the tournament. As they don't play many Test matches in a year, they aren't included yet.
