Why not adopt orphans on streets: SC to dog lover wanting to incentivise stray dogs adoption

During the stray dogs case hearing in the Supreme Court, a senior counsel representing dog lovers suggested incentivising adoption of stray dogs. Justice Sandeep Mehta said, "Are you for real? A young counsel just showed us statistics of orphan children on the streets. Perhaps some lawyers could argue for adoption of those children."
