Why table Budget at 5 pm if not inspired by British: PM on INC

PM Narendra Modi on Wednesday asked the Congress why the IPC framed by the British wasn't changed if the party wasn't inspired by them. "India's Budget used to be tabled at 5 pm because the British Parliament used to convene at that time in the morning...why did this culture continue...who was inspired by the British?" PM Modi asked.
