Why U'khand's peaks are without snow for the first time in 40 yrs?

The Himalayan peaks in Uttarakhand's Garhwal region have remained snowless through January for the first time in about 40 years. Areas such as Tungnath, at around 12,000 feet, have seen only light frost instead of snowfall. The IMD attributed this to weak Western Disturbances, though it said there's a small chance of light snowfall above 3,200 metres in coming days.
