Why was KG Badlani PM of Dadra & Nagar Haveli for one day in 1961?

On 11 August 1961, IAS officer KG Badlani was made the Prime Minister of Dadra and Nagar Haveli for one day to sign the document of accession with India. The region had gained independence earlier, and the Varishtha Panchayat had voted to unite with India in June 1961. Dadra and Nagar Haveli was later recognised as a Union Territory.
