Why was Messi's 2nd goal in FIFA World Cup final allowed despite extra players on pitch?

Two Argentina substitutes entered the pitch moments before Lionel Messi's second goal in 2022 FIFA World Cup final. As per laws, a goal should be disallowed if an extra person is on the field.
