Why were there no soldiers deployed in Pahalgam as per the govt?

During the all-party meet, the Centre reportedly explained there were no soldiers deployed in Pahalgam where terror attack took place as the route gets officially opened and secured ahead of Amarnath Yatra in June. It added local tour operators began taking tourists to the region starting April 20. It said local administration wasn't informed about early commencement of tourist visits.
