Why were US national VanDyke & 6 Ukrainians released from Tihar jail?

US national Matthew Aaron Vandyke and six Ukranian nationals who were arrested for anti-India activities have been released from Tihar jail after NIA removed UAPA charges against them and charged them for immigration offences. They paid ₹5.5 lakhs as a penalty for the immigration offences and a ₹1 lakh cash bond. They've been allowed to go home for a month.
