West Bengal Governor Jagdeep Dhankhar on Saturday said he has returned CM Mamata Banerjee's recommendation to summon State Assembly from March 7. In a tweet, Dhankhar said that the recommendation was being returned for "constitutional compliance". He added the recommendation wasn't made by the state Cabinet as per the norm. He also attached a letter he wrote to the government.
